The stages of the process
A typical process to build a house goes through several stages: plot feasibility study, architectural design, submission to the Municipality, assessment (including consultation of external bodies where applicable), engineering projects, final decision and, once the works are complete, the occupancy permit.
What affects the timeline most
The Municipality and its workload; the plot's constraints (REN, RAN, Natura 2000 areas, proximity to the coast, watercourses); the need for opinions from external bodies; and the quality of the application submitted.
That last point is the only one entirely in the hands of whoever prepares the application — and it is where the most time can be saved.
How to avoid delays
Confirm feasibility before designing, with a Prior Information Request (PIP) if necessary; submit complete, consistent applications; and respond quickly and thoroughly to the Municipality's requests for information.
In recent years Portuguese planning law has been changed to simplify procedures. This may shorten some timelines, but it also changes the rules — so it pays to work with people who follow these changes.
In short
There is no single timeline. At our first conversation we look at your specific case and give you a realistic estimate based on our experience with the Algarve councils.
